| The Syngenta HSE management system functions at global and local levels. HSE standards and priorities are established at group level and implemented locally. Annual performance data from facilities are reviewed by regional and global management. The results are used to evaluate group performance and set priorities, objectives and targets for the following year. |

The Committee has established a company-wide data collection system, monitoring and reporting on performance against agreed metrics, and proposing standards, strategy, objectives, training and partnerships. It comprises two Board members, two Executive Committee members and four function managers. The Executive Committee reviews performance regularly and reports to the Board annually. |

Global level

The Syngenta Executive Committee reviews local HSE performance data collected by group and regional HSE managers. Group and regional HSE managers then work with local managers to help implement policy changes and work towards yearly objectives and targets. |

| |
Line managers are responsible for ensuring that activities are carried out in accordance with Syngenta’s HSE policy and commitments. Local HSE policy must be consistent with Syngenta’s HSE policy and comply with local legislation. Syngenta’s standards apply if local legislation falls below our standards. |

HSE management at the local level is divided into five steps (see diagram below): |

All facilities should have the necessary systems in place to implement the HSE policy and legislative requirements. Managers establish HSE objectives and targets, based on group wide objectives and targets. Improvement plans should specify how targets are to be met. |

Managers are responsible for identifying the training needs of their staff. They must ensure there is ongoing communication with employees on HSE matters and HSE procedures are properly documented. |

Facilities are required to have systems in place to monitor performance. This is to ensure improvements are achieved and negative trends identified at an early stage. All facilities are required to report on their performance to measure progress, gauge trends and inform the Syngenta Executive Committee of overall HSE performance. Senior management must be notified of any serious incidents or injuries. |
|
|
Managers participate in an annual review of site performance for regional and global management. Performance data are compiled so that trends can be identified, future priorities set and information shared to prevent recurrence. This helps set HSE priorities at the global level for the following year. |
